Oregon State Treasury is looking for a Manager for our Cash Management Improvement and Renewal Program (CMIRP) within our Finance Division.
This important continuous improvement program focuses on renewing, replacing, and refining processes and technology supporting Treasury’s cash management services to state agencies, public university entities, and local governments.
As the sole banking and cash management provider for the State, all payments between state agencies and their customers, clients, vendors, and business and government partners flow through Treasury every day.
In this role, Treasury processed 16.
9 million transactions valued at more than $379 billion in 2022.

The person in the CMIRP manager position leads a team of business analysts that work at the exciting intersection of business and technology activities.
The successful candidate will have the opportunity to make their mark on Treasury modernization projects, as well as ongoing change management and business process mapping and improvement efforts.

Manages the project initiation, planning, execution, control, and closure of a series of distinct but interrelated CMIRP projects.
Collaborates with Treasury customers and business partners as needed to define and achieve individual project goals, including keeping Treasury staff, customers, and business partners informed on CMIRP project status and highlighting related connections across teams and programs.
Serves as the primary liaison between customers and financial institutions/service providers related to CMIRP, and individual CMIRP-initiated project and activities.
Provides primary subject matter expertise with regard to Cash Management Improvement and Renewal Program projects and implementation of any new vendors, services, or tools.
Collaborates as appropriate with other Treasury staff on related activities.
Responsible for management of a standard Change Management process for all cash management activities, including implementation of new services or changes to existing services for agency and contracted public university customers.
Change management activities to include support of processes to provide for formal identification of proposed change(s), assessment, authorization, and prioritization of the proposed change(s), appropriate planning, development, and testing related to proposed change(s), and implementation and post-implementation review of the change(s).
This position directly supervises CMIRP staff.
Responsibilities involve planning, organizing, directing, and coordinating day-to-day activities of the group including responsibility for hiring, terminating, disciplining, recommending salary adjustments, evaluating performance, and responding to grievances, and will be carried out with the general requirements for performance of duties that are listed above.
This position will perform other management and supervisory duties as deemed necessary by the Finance Division Director or Treasury Executive Management, including as might be outlined in Treasury policies and procedures or as communicated orally or in writing.
On a periodic and backup basis, and in the absence of the Banking Operations Manager, may provide oversight of Daily Banking Operations staff and activities.
At the direction of the Finance Division Director, represents Treasury at the statewide or professional level on matters of cash management and other division programs.
Participates in other divisional and agency-wide task forces and committees as appropriate.
Work Schedule This position will have the opportunity for a hybrid (remote and in-office) work location schedule; in-office work will be predominately from Treasury’s office in Salem.
The schedule will be approximately 90+% time spent remote with at least quarterly in-office presence.
Salary Range $82,812 - $134,460 annually for non-active PERS members $88,560 - $143,808 annually for active PERS members Job Classification This position is classified as a Business Operations Manager 2.

Required Minimum Qualifications Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor’s degree in a related field.
