We’re in search of Five (5) talented and driven individuals who have experience interviewing applicants to determine eligibility, knowledge of State and Federal policies and procedures, excellent Spanish verbal, and written communications skills to take on a key role in our team as a Bilingual Spanish, Eligibility Worker, for the Oregon Eligibility Partnership, part of the Oregon Department of Human Services.
In this role you will, perform eligibility determinations, redeterminations, periodic reviews, and updates to changes for the following ODHS, OHA, and DELC programs: Supplemental Nutrition Assistance Program (SNAP), Oregon Health Plan (OHP), Medicaid Long-Term Care Financial Eligibility Benefits, Medicare Savings Plans (MSP), Employment Related Day Care (ERDC), Temporary Assistance for Needy Families (TANF), Temporary Assistance for Domestic Violence Survivors (TA- DVS) and other cash benefits.
In addition to determine eligibility for these programs, eligibility works are responsible for accurate and timely determinations across the state to ensure recipients meet program requirement for all OEP programs.

What you need to qualify Two years of experience determining eligibility for an agency program by interviewing to assess the needs of clients, and interpreting and applying the policies, rules, and guidelines that are applicable to the client's situation.
Any college courses may be substituted for the two years of general experience on a year-for-year basis (45 quarter hours is equivalent to one year of experience).

Your duties at a glance As a Human Service Specialist 3, you will: This position is bilingual and requires duties to be done in both English and Spanish.
Interview applicants to determine eligibility for multiple state and federal programs.
Review applications and documents for program benefits, long-term care services and payments.
Explain applicant rights and responsibilities.
Make appropriate referrals to other ODHS programs and resources.
Complete redetermination, periodic reviews, and change updates within federal timeframes and within appropriate intervals.
Ensure appropriate documentation and forms are completed and sent, information is captured correctly, and actions taken are notated.
Ensure that service delivery is provided in a culturally competent way; provide communication to Oregonians in their preferred language/format by utilizing printed materials available in different languages/formats and use of language services available.
Problem solves issues that Oregonians or other staff may have around their case and eligibility.
Work with individuals over the phone, through virtual video conferencing, through chat, email, and by processing tasks related to eligibility determinations.
Working conditions This position will be eligible for fulltime remote work.
The ability to report to a local VEC office is required when training, business or operational needs are dependent on onsite activities.
This position will be on the phone regularly and process work electronically.
May encounter angry, hostile, frustrated individuals as well as those with behavioral or cognitive challenges.
Employees in these positions may be required to work a flexible work schedule as a condition of employment.
Occasional overtime may be available.
